Why does “Restore Shortcuts” appear when opening apps?

The Apple Shortcuts app is required to open some system apps due to limitations in iOS. This is covered in more detail in the article "Why do some apps open Shortcuts first?" below.

Shortcuts normally comes pre-installed with iOS, but in case you may have uninstalled the app, you can easily re-install it from the App Store.
